浅论新时代乡村治理中的农民主体作用

On the Main Role of Farmers in Rural Governance in the New Era

新时代乡村治理中,农民是不可或缺的主体之一。发挥农民主体作用,就要让农民在参与乡村治理中充分发挥主观能动性,成为乡村治理成果的享有者和成效的评价者。然而,在当前乡村治理中农民主体地位面临缺失,主要表现为农民主体权利缺失、参与渠道不畅、动力不足、能力不够等,其内在动因在于城乡二元的管理体制固化、基层党组织管理不当、农村经济发展落后、农村教育水平不高。基于此,必须从尊重农民意愿和首创精神、完善村民自治组织、加快农村经济发展、培育新型职业农民等环节切实发挥农民的主体作用。

In the new era of rural governance,farmers are one of the indispensable subjects.To play the main role of farmers,it is necessary to give full play to their subjective initiative in participating in rural governance,and to become the beneficiaries and evaluators of the achievements of rural governance.However,in the current rural governance,the main position of farmers is lack,mainly manifested in the lack of farmers’main rights,poor channels of participation,lack of motivation,ability,and so on.Its internal motivation lies in the solidification of the management system of urban and rural dualism,the improper management of grass-roots party organizations,the backward development of rural economy,and the low level of rural education.Based on this,we must respect the wishes and initiative of farmers and improve the villagers’self-reliance governing organizations,speeding up the development of rural economy,cultivating new type of professional farmers and other links to give full play to the main role of farmers.
