The market-oriented operation mechanism is the future for deepening railway reform as well as the urgent need to enhance the core competitiveness of enterprises. The overall scheme of establishing market-oriented operation mechanism by railway enterprises under the leadership of CHINA RAILWAY was proposed through analyzing the current status and challenges of market-oriented operation mechanism. Based on straightening out the relations between the railway enterprises and government, the railway enterprises and market, and CHINA RAILWAY and its affiliated enterprises, some key tasks of promoting the market-oriented operation for railway enterprises were put forward, including establishing the market dominant position of railway enterprises, establishing a railway public welfare transportation subsidy mechanism, strengthening the construction of railway infrastructure network, improving the quality of railway transportation service, promoting the market-oriented reform of railway passenger and freight fare, elevating the capital operation capacity, promoting the reform of capital authorized operation system, and improving the construction of the modern enterprise system, which provided a reference for deepening railway reform.
