Enhance groundwater management and promote high-quality development

地下水是我国特别是北方地区重要的供水水源,是保障水资源供给的重要压舱石和稳定器。20世纪70年代以后,我国地下水用水量快速增加,部分地区地下水不合理开发利用导致了一系列生态环境地质问题,威胁着经济安全、粮食安全和生态安全,影响区域可持续发展。加强地下水管理任重道远。新时期,进入新发展阶段、贯彻新发展理念、构建新发展格局对地下水管理提出了新要求。根据新形势新要求,提出了加强地下水管理的主要措施:明确地下水管理目标,强化地下水取用水监督管理,推进地下水超采治理,抓好地下水管理的基础保障。

Groundwater is not only the essential water supply source of our country,especially in the North region,but security to guarantee water resources supply.After the 70 s,the amount of groundwater consumption has increased rapidly.Unreasonable utilization leads to a series of ecological,environmental and geological problems in some regions,which is threatening economic,food and ecological security and regional sustainable development.That indicates enhancing groundwater management is a huge mission.It raises new requests to groundwater management that we have entered a new stage of development,begin to implement new vision of development and build new pattern of development.According to the new situation demands,main measures to strengthen groundwater management are raised,including clarifying the objectives of groundwater management,strengthening supervision and management of groundwater extraction and utilization,promoting the control of groundwater over-extraction and ensuring the basic guarantee of groundwater management.
