Following new development concept and taking comprehensive measures for groundwater overdraft reduction in Hebei Province

河北省地下水超采时间长、范围广、亏空大,面对地下水超采综合治理的复杂性、艰巨性和长期性,在水利部的大力支持下,河北省坚持问题导向、目标导向、结果导向,抢抓重大机遇,科学谋划、强力推进治理工作,通过实施"节、引、调、补、蓄、管"等综合措施,形成了"科学规划、确权定价、控管结合、内节外引、综合施策"的地下水治理模式,地下水超采治理取得阶段性成效。

In Hebei Province,groundwater overdraft has lasted for a long time,with a wide coverage and big loss.Considering the features of comprehensive control of groundwater overdraft such as complexity,arduousness and time consuming,Hebei Province concentrates on key problems,objectives and results;seizes opportunities and makes plans in a scientific way to advance the control process,under the strong support of the Ministry of Water Resources.By integrating measures of"saving,diverting,regulating,supplementing,storing and managing",systematic approaches of"scientific planning,pricing,combination of control and management,water diversion and conservation and implementation of comprehensive measures"has been adopted for groundwater governance.Periodical achievements have been made in the reduction of groundwater over-exploitation.
