新形势下加强陕西省地下水水位水量控制目标考核的思考

Performance evaluation on control of groundwater level and quantity in Shaanxi Province under new situation

进入新发展阶段,水利事业发展面临新形势,对地下水保护管理也提出了新要求。要不断明晰地下水保护管理的方向和重点,以水位水量"双控"为切入点,以最严格水资源管理制度考核为抓手,切实依法加强地下水保护管理工作。分析了目前陕西省地下水水位水量控制目标考核现状、取得的成效及存在的不足,并提出了相应的对策和措施。

Entering into the new development stage,new situation has been emerged in water development that places new requirements to groundwater protection and management.It is necessary to constantly clarify the direction and key points of groundwater protection and management,take"double control"of water level and quantity as breakthrough points,and performance evaluation of water resources management system as the starting point,so as to realize groundwater protection and management in line with the law and regulations.Base on analysis of current situation,achievements and deficiencies with control of groundwater level and quantity and target assessment in Shaanxi Province,suggestions and measures are put forward.
