关于现阶段我国社区卫生事业健康发展的对策及建议

Countermeasures and Suggestions for the Healthy Development of Community Health Services in Our Country at the Present Stage

我国的社区卫生事业在国家总体卫生健康战略快速发展的大形势下取得了长足的进步,但是与广大人民群众对美好健康生活的向往还有很多不平衡、不充分的矛盾,暴露出了诸多短板和不足,如社区卫生公益性定位不够彻底,缺乏统一行动的强大力量,基本职能不够扎实,应对公共卫生事件能力不足,历史投入欠账较多,基础设施和医疗配备不足,医务人员整体建设重视不够、素质有待提高、待遇较低,绩效考核缺乏激励机制,自身职能运行与政府监管部门之间职责不够清晰、缺乏科学指导等。需要在未来的工作中不断夯实基层社区卫生的基础服务职能作用,加大全方位投入,加强和完善社区卫生职能,增强基础设施设备保障能力,提升医务人员技能水平,加强激励配套机制建设,科学规范监管服务体系建设,理顺社区卫生服务与监管服务部门之间的关系,不断推动我国社区卫生健康事业科学、和谐、有序发展,确保人民群众生命安全和身体健康。

China's community health services have made considerable progress in the context of the rapid development of the national overall health strategy.However,there are still many imbalances and inadequate contradictions with the broad masses of people's yearning for a better and healthy life,exposing many shortcomings.Insufficiency,such as insufficient public welfare positioning of community health,lack of a strong force for unified action,insufficient basic functions,insufficient ability to respond to public health incidents,large historical investment debts,insufficient infrastructure and medical equipment,and overall construction of medical staff insufficient attention,quality needs to be improved,low salary,lack of incentive mechanism for performance appraisal,lack of clear responsibilities between its own function operation and government supervision departments,lack of scientific guidance,etc.In the future work,it is necessary to continuously consolidate the basic service function of grassroots community health,increase all-round investment,strengthen and improve community health functions,enhance infrastructure equipment support capabilities,improve the skill level of medical staff,strengthen the construction of incentive supporting mechanisms,and scientifically standardize,the construction of the supervision service system,straighten out the relationship between community health services and supervision service departments,and continuously promote the scientific,harmonious and orderly development of community health care in my country,and ensure the safety and health of the people's lives.
