PPP模式下的智慧政务发展研究

Research on the Development of Intelligent Government under the PPP Mode

文章在PPP模式下探讨我国智慧政务引入PPP模式的现状。目前国内采取PPP模式建设智慧政务的项目多集成在智慧城市项目中,大多已经进入执行阶段。文章在总结分析了近几年我国以"智慧城市"或"政务云"入选的PPP项目库的59个项目后,得出影响我国智慧政务发展的三项因素,并对智慧政务PPP模式建设提出建议,政府要进一步提高智慧政务的服务效率还需要明确功能定位,做好推广和利用。

This paper discusses the current situation of the introduction of PPP model in smart government affairs in China from the perspective of PPP model.At present,the projects adopting PPP model to build smart government affairs in China are mostly integrated in smart city projects,and most of them have entered the implementation stage.After summarizing and analyzing 59 PPP projects selected as"smart city"or"government cloud"in China in recent years,this paper concludes three factors affecting the development of smart government in China,and puts forward suggestions on the construction of the PPP model of smart government affairs.To further improve the service efficiency of intelligent government,it is necessary to clarify the functional positioning and do a good job in promotion and utilization.
