By analyzing the problems faced by local governance in megacities,this paper explores the characteristics of grassroots governance in the new era and puts forward the theory and practice of grassroots governance centered on smart cities.Through deeply integrated the new technologies such as Internet of Things,Artificial Intelligence and Big Data with the development of cities,by the means of the integration and innovation of technologies and systems,and based on the urban data assets,the intelligent governance enabled by technology is the innovative way for the governance of super-large cities.
