摘要 为优化科技项目管理,以数据与信息的关联性为基础,从科技项目管理者的思想观念拓展、科技项目本身的价值导向,科技项目流程管理入手,提出优化创新科技项目管理的路径。应调整思想观念,理解数据与信息的重要作用,找到数据与信息的关联性,推行数据库模式管理,提升科技项目管理效率。重新定位科技项目的作用与价值,拓展管理范畴与管理思想。以目标结果为导向,实施科技项目现代化管理,通过市场反应及成果确定管理评价细则,转变科技项目管理的被动性,激发科研人员的积极性和主动性,提升管理效率。通过大数据及数据库的辅助功能,重新规划管理流程,进行分段式阶段性管理,促使科技项目高效运转。 In order to optimize the science and technology project management,based on the correlation of the data and information,and starting from science and technology project process management,the research proposes the pathway of optimizing innovation science and technology project management oriented by ideology expansion of science and technology project and value orientation of science and technology project.It is necessary to adjust ideological concept,understand the important function of data and information,find the correlation between data and information,promote database model management,and improve the management efficiency of science and technology.It is suggested to relocate the function and value of science and technology project,widen management scope and management ideology;implement the modern management of science and technology project oriented by targets and results,determine the detailed rules and regulations of management evaluation through market response and result determination management,transfer the passivity of science and technology project management,motivate the enthusiasm and initiative of scientific research personnel,and improve management efficiency.It is also suggested to re-plan management process,do sectional type and stage management through the auxiliary function of data and database to promote the efficient operation of the science and technology project.
