精准扶贫过程中财政支出对居民收入分配效率的调节作用--基于湖南省11个深度贫困县的数据

The Adjustment Effect of Fiscal Expenditure on Residents'Income Distribution Efficiency in the Process of Targeted Poverty Alleviation--Based on Data from 11 Poverty-stricken Counties in Hunan Province

运用数据包络分析(DEA)法对湖南省11个深度贫困县2015-2019年的相关统计数据进行的实证分析表明:第一,精准扶贫财政支出在调节居民收入分配方面是有效的,但不同地区的效率存在差异;第二,湖南省11个深度贫困县的持续增收能力显著提高,城乡居民人均可支配收入稳步提升;第三,11个深度贫困县的扶贫绩效明显,城乡居民收入差距逐步缩小。结合当前湖南省扶贫工作实际,一是坚持财政精准施策;二是建立巩固精准脱贫成效的长效机制;三是强化财政支出绩效管理;四是加强财政扶贫效果的测评运用。

This paper uses the data envelopment analysis(DEA)method,selects the relevant statistical data of 11 poverty-stricken counties in Hunan Province from 2015 to 2019,and makes an empirical analysis on the adjustment efficiency of income distribution of residents by targeted poverty alleviation fiscal expenditure.The results show that:first,targeted fiscal expenditure for poverty alleviation is effective in adjusting residents'income distribution,but the efficiency varies in different regions;Second,the ability to increase income in 11 poverty-stricken counties in Hunan Province has been significantly improved,and the per capita disposable income of urban and rural residents has been steadily increased.Third,the 11 poverty-stricken counties have made remarkable achievements in poverty alleviation,and the income gap between urban and rural residents has gradually narrowed.Combined with the current poverty alleviation work in Hunan Province,we put forward the following policy suggestions:First,adhere to the precise fiscal measures;Second,establish a long-term mechanism to consolidate the effectiveness of targeted poverty alleviation;Third,strengthen the performance management of fiscal expenditure;Fourth,strengthen the evaluation and application of fiscal poverty alleviation effect.
