摘要
高职院校二级管理的实施能够有效提高院校管理水平,同时相应的理论、实践依据都较为稳固,值得高职院校积极推广.本文主要分析了高职院校二级管理实施存在的权责模糊、规章制度不完善、管理人员难胜任岗位、约束监督和考评机制不健全等问题,并从高职院校特殊性、管理目标、组织机构、职权体系、教学与财务管理体制、人员培训与管理、宏观调控等方面,对优化高职院校二级管理的策略展开了探讨.
The implementation of secondary management in vocational colleges can effectively improve the management level of colleges and universities. At the same time, the corresponding theoretical and practical basis are relatively stable,which is worthy of active promotion in vocational colleges. This article mainly analyzes the problems of ambiguity of powers and responsibilities in the implementation of secondary management in higher vocational colleges, imperfect rules and regulations, inability of management personnel to perform positions, imperfect supervision and evaluation mechanisms, etc.,and from the specificity of higher vocational colleges and management objectives, organizational structure, authority system,teaching and financial management system, personnel training and management, macro-control, etc., discussed the strategy of optimizing secondary management of higher vocational colleges.
