Evaluation on the effect of civil liquefied gas pricing policy in Shanghai

公共政策效果评估是决定政策制定和更新的依据。对公共产品定价政策效果进行评估应该兼顾事实评估和价值评估。为了系统而科学地评估政策执行效果,构建了事实和价值双重导向的多元评估框架,以考察上海民用液化气定价政策的目标实现、政策效率、利益相关方感知和政策问题。借助成本-收益核算、专家咨询、政策对象访谈等方法,研究了政策执行的效果,并探讨了可能的影响因素。最后针对资源配置、政策试验和协调利益方面提出了相关对策建议,以期为中国的后实证主义政策评估研究增加一个本土案例。

The evaluation on public policy effect is the basis for policy making and updating.To evaluate the effect of public goods pricing policy,we should give consideration to both factual evaluation and value evaluation.In order to systematically and scientifically evaluate the effect of policy implementation,this paper constructed a multi—factor evaluation framework with dual guidance of fact and value to examine the goal realization,policy efficiency,stakeholder perception and policy issues of civil liquefied gas pricing policy in Shanghai.By means of cost-benefit accounting,expert consultation and policy object interview,this paper studied the effect of policy implementation,and discussed the possible influencing factors.Finally,it put forward relevant countermeasures and suggestions on resource allocation,policy experiment and coordination of interests,in order to add a local case for China's post positivism policy evaluation research.
