我国青少年体育活动促进现实样态、治理困境与优化策略

Current Situation,Administration Dilemma and Improvement Strategy of Youth Sports Promotion in China

青少年体育活动促进治理是我国体育治理体系的重要组成部分,有利于培养青少年体育锻炼习惯,提高其体质健康水平。结合国际经验,运用文献资料法和逻辑分析法对我国青少年体育活动促进的现实样态、治理困境进行分析,进而提出相应的优化策略。研究认为,政府政策法规权威驱动、国家级青少年体育社会组织示范引领、学校体育普遍开展、市场体育培训机构迅速发展、网络运动资源广泛传播等是我国青少年体育活动促进的主要形态,政策执行合力不够、体育社会组织发展不充分、学校体育促进效应不足、资源配置整合不聚焦等是治理现实困境,提出构筑多元合作治理格局、建立健全多级联动运行机制、开拓运动促进计划、打造网络服务与监督平台的优化策略。

Youth sports promotion is an important part of sports administration system in China,which is conducive to cultivation of youths’physical exercise habits and improvement of their physical health.By using literature and logical analysis methods,we analyze the current situation of Chinese youth sports promotion,administration dilemma and international experience,and then propose a corresponding improvement strategy.The results show that government policies and regulations,national and social organizations’demonstration and guidance,nationwide school sports development,market-oriented sports training institutions’boom,and widespread online sports resources are main forms of youth sports promotion in China.The inadequate policy implementation,insufficient social sports organizational development,inefficient school sports promotion,and unfocused resource allocation are all the real dilemma of administration.We propose an improvement strategy:to create a multiple and cooperative administration order,to develop and improve a multi-level coordinate operation system,to develop a sports promotion plan,and to build a networking service and supervision platform.
