区域一体化与黄河流域绿色经济效率

Regional Integration and Green Economic Efficiency of the Yellow River Basin

基于多期DID模型,利用2005~2018年城市面板数据分析区域一体化政策是否有利于提升黄河流域绿色经济效率。研究结果显示,区域一体化政策促进了黄河流域绿色经济效率提升,但其政策作用集中于中游地区,对上游和下游均未产生显著影响;绿色经济效率改善的原因在于区域一体化政策的环境效应,而非经济效应;动态效应的结果证明,经济增长和污水排放并未因区域一体化政策产生有利变化,尽管绿色经济效率得以提升,但区域一体化政策仍未解决黄河流域发展的核心问题;无论以绿色发展还是以经济增长为导向,流域上游和下游均对经济区规划政策不敏感。鉴于此,应从生态系统的整体性和黄河流域的复杂性出发,分类施策提升绿色经济效率:上游应保护生态环境和生产生态产品;中游应提高集聚程度,充分利用区域一体化政策红利;下游在发挥龙头城市带动作用的基础上,应警惕生态空间被占用。

Based on the multi-phase DID Model, this paper studies whether the regional integration policy is conducive to the green economic efficiency of the Yellow River Basin by using the urban panel data of 2005-2018. The research shows, that the policy of regional integration promotes the efficiency of green economy in the Yellow River Basin, but its role is concentrated in the middle reaches of the region, which has no significant impact on the upstream and downstream. The reason for the improvement of green economic efficiency lies in the environmental effect of regional integration policy rather than the economic effect. The results of dynamic effects show that economic growth and sewage discharge have not changed favorably due to regional integration policies. Although the efficiency of green economy has been improved, regional integration policies can not solve the core problems of the development of the Yellow River Basin. Both the upper and lower reaches of the basin are not sensitive to the planning policies of the economic zone, whether they are guided by green development or economic growth. According to the conclusion, we should start from the integrity of the ecosystem and the complexity of the Yellow River basin to improve the efficiency of green economy. The upper reaches of the Yellow River should protect the ecological environment and produce ecological products, the middle reaches of the Yellow River should improve the degree of agglomeration and make full use of the policy dividend of regional integration, the lower reaches of the Yellow River should be alert to the occupation of ecological space on the basis of playing the leading role of leading cities.
