构建新型伙伴关系:国家级新区的协同发展路径研究

Constructing a New Type of Partnership:A Study on the Coordinated Development Path of National New Area

国家级新区是经由国务院批准、承担着中国重要发展战略任务、设立于行政区和功能区基础之上的综合性新区。在上海浦东新区设立后的近30年间,国家级新区的发展取得了显著的成效。但面对新时代的发展要求,国家级新区建设过程中存在的结构性与过程性问题阻碍着其充分发挥区域高质量发展的引领作用。鉴于此,应在府际关系与整体性治理的理论视角下,基于建立新的理念意识、新的分配和考核机制以及新的工作方式,构建围绕国家级新区的新型伙伴关系;通过高位统筹引领发展、省市协作规范发展、社会共建多元发展等具体路径,实现国家级新区的协同发展。

The national new area is a comprehensive new area approved by the State Council, which undertakes the important development strategic tasks of China and is established on the basis of administrative and functional areas. In nearly 30 years after the establishment of Pudong New Area in Shanghai, the construction and development of the national new area has made many achievements. But facing the development requirements of the new era, the structural and procedural problems existing in the construction of national new area have prevented it from giving full play to its leading role in regional high-quality development. From the theoretical perspective of inter-government relations and holistic governance, a new type of partnership around national new districts should be established with new concepts and awareness, new allocation and assessment mechanisms, and new working methods, and realize the coordinated development of national new area through specific paths such as high-level overall planning and development, provincial and municipal coordinated and standardized development, and social co-construction and diversified development.
