中国高新区高新技术产业创新效率探析

Evaluation Research on the Innovation Efficiency of High-Tech Industry in Chinese High-Tech Zones

高新区作为高新技术企业的重要载体,是推动区域经济发展、助力产业转型升级、培育高新技术产业的重要平台。目前,对全国层面高新区高新技术产业发展的评价研究相对较少,本文基于数据包络分析方法,对我国152个国家级高新区高新技术产业的创新效率进行评价。结果显示:高新区高新技术产业创新效率相对较低,且呈现明显的区域差异性,创新效率高于均值的高新区数量不到50%;创新效率居于前列的高新区大多位于较为发达的一二线城市和一些工业城市;高新区高新技术产业创新效率排名与工业总产值之间基本呈现出较为显著的正相关关系。为提升高新区高新技术产业创新效率,应在营造良好的创新生态、构建精准产业扶持政策体系、探索创新创业新机制等方面下大力气。

As an important carrier of high technology enterprises, high-tech industrial development zone(high-tech zone) is a major platform to promote regional economic development, assist industrial transformation and upgrading and facilitate high technology industry. Currently there are very limited evaluation researches on the development of the high technology industry in high-tech zones at a national level. Based on Data Envelope Analysis(DEA), this article evaluates and analyzes the innovation efficiency of the high technology industry in 152 high-tech zones across the county, and concludes that: the innovation efficiency of the high-tech industry is relatively low, because more than 50% of the high-tech zones have a below-average innovation efficiency, while there’s significant regional disparities;Most of the high-tech zones that have leading innovation efficiency are located in advanced tier 1 and tier 2 cities, as well as some industrial cities;There’s a significant positive relationship between the rank of high-tech industry’s innovation efficiency and Gross Industrial Output Value. Thus, in order to increase innovation efficiency for related high-tech industry, multiple measures must be adopted such as creating a good innovation environment, building a targeted industrial support policy and exploring new mechanisms for innovation and startups.
