观音岩水库防洪调度及减灾措施

Flood Control Operation and Disaster Reduction Measures of Guanyinyan Reservoir

针对观音岩水库可调库容小,汛期洪水流量较大,下游水位波动适应能力差,泄洪时安全隐患多等情况,分析了观音岩水库防洪调度存在的主要问题,并提出防洪调度的应对措施。通过采取提高信息采集速度和精度,发挥梯级水库联合调度作用,提前发布泄洪公告,加强宣传,安装无线泄洪广播,建立水情信息工作群,控制流量上升速度等措施,既确保水库水位变幅满足要求,又避免因水库泄洪引发不安全事件,可为承担下游城市防洪任务和泄洪影响区较复杂的水库洪水调度提供参考。

In view of the small adjustable capacity of Guanyinyan Reservoir,large flood flow in flood season,poor adaptability of downstream water level fluctuation and many hidden dangers during flood discharge,the main problems existing in flood control operation of Guanyinyan Reservoir are analyzed,and the countermeasures for flood control operation are put forward.By improving the speed and accuracy of information collection,giving full play to the joint operation of cascade reservoirs,issuing flood release notice in advance,strengthening publicity,installing wireless flood release broadcast,establishing hydrological information working group,controlling the rising speed of flow,the reservoir water level fluctuation can meet the requirements,and the unsafe events caused by reservoir flood discharge can be avoided.It can provide a reference for flood regulation of reservoirs with undertaking the task of flood control in downstream cities and complex flood discharge affected areas.
