摘要
自我国推行工程总承包30多年来,国内工程企业在思维意识、管理、产值、效率上和国外优秀总承包企业还有明显的差距。针对此,笔者研究国际上主流且有效的Partnering模式与国内现行工程项目管理模式的区别以及两者如何有机结合,并结合实例分析其应用的有效性,总结Partnering模式在国内推行中的难点,并提出了针对Partnering模式推广的理论研究、法规与标准制定、行业推行、教育全面覆盖等方面行之有效的解决措施。
Since the implementation of EPC in China for more than 30 years,there is a significant gap between domestic engineering enterprises and foreign excellent general contracting enterprises in terms of thinking consciousness,management,output value and efficiency.In view of this,the author studies the difference between the international mainstream and effective Partnering mode and the current domestic project management mode and how to combine them organically,and analyzes the effectiveness of its application with examples,summarizes the difficulties in the implementation of Partnering mode in China,and puts forward some effective solutions for the promotion of Partnering mode in terms of theoretical research,regulation and standard formulation,industry implementation,and comprehensive coverage of education.
