摘要
安全性能指标作为风险指引、基于性能的监管框架内的重要工具,适用于长期监测相关要素的性能水平,评价累积失效影响,在一定程度上反映了核电厂的安全状况。对安全性能指标进行深入分析,可以有效识别影响运行安全的薄弱环节,使监管关注度与被监管物项的风险重要度相匹配,让有限的监管资源得到更加高效的利用。
As an important tool within the framework of risk-informed performance based supervision,safety performance indicators(SPI)are applicable for long-term monitoring of the performance levels of relevant factors,evaluating cumulative failure effects,and reflecting the safety status to a certain extent.Through in-depth analysis of the SPI,we can effectively identify the weak links that affect operational safety,match regulatory attention with the risk importance of regulated items,and make more efficient use of the limited regulatory resources.
