摘要
绿色全要素生产率提升成为新时代我国突破资源环境约束、实现绿色发展的重要新动力。文章运用SBM方向性距离函数和GML生产率指数测度2009-2016年中国105个城市的绿色全要素生产率,实证检验土地供应策略对绿色全要素生产率的影响效应,从而为中国绿色全要素生产率的变动提供新的解释。研究结果显示:土地供应策略对绿色全要素生产率产生显著的负向影响,表明地方政府的土地供应策略是阻碍绿色全要素生产率提升的重要因素;土地供应策略对绿色全要素生产率的影响存在城市等级和区域异质性,对一线城市的影响显著为正,对三线及以下等级城市和中西部地区的影响则显著为负。进一步分析发现,土地供应策略主要是通过抑制产业结构升级和加剧生态环境污染阻碍了绿色全要素生产率的提升。此外,近年来地方政府增加基础设施用地供应的策略行为对绿色全要素生产率的提升产生了不利影响。
The improvement of green total factor productivity has became an important new driving force for China to break through resource and environmental constraints and achieve green development in the new era.With SBM directional distance function and GML productivity index,the green total factor productivity of 105 Chinese cities during 2009-2016 was measured,and the influence of land supply strategy on green total factor productivity was empirically certified to provide a new explanation for the change of China's green total factor productivity.The results have shown that land supply strategy has a significantly negative impact on green total factor productivity,which indicates that local government land supply strategy is an important factor hindering the improvement of green total factor productivity;the influence of land supply strategy on green total factor productivity is heterogeneous among cities and regions of different hierarchy:positive influence in first-tier cities and significantly negative influence in third-tier cities and low and central and western regions.Further analysis has shown that land supply strategy hinders the improvement of green total factor productivity mainly through inhibiting industrial structure from upgrading and aggravating ecological environmental pollution.In addition,in recent years,the strategic actions of local governments increaing the supply of infrastructure construction land has a negative impact on the improvement of green total factor productivity.
