摘要
评估监测是新时代教育督导体系中的重要组成部分。将评估监测纳入教育督导体系,有利于加强教育督导对教育质量的关注,有利于提升教育督导工作的专业化水平,也有利于提高教育督导机制的开放性。我国基础教育评估监测已取得了一定的进展,但仍存在评估监测的理念认识有偏差、组织管理多头交叉、技术方法单一、结果没有得到充分应用等问题。改进基础教育评估监测,需要:1)明确评估监测的功能定位,区别评估监测与选拔性考试的不同;2)建立由教育督导部门统一归口管理、多方参与的组织机制,厘清国家、省(自治区、直辖市)、地(市)、区(县)各级评估监测机构的职能;3)加强评估监测的基础研究,促进评估监测技术方法的升级换代;4)加强评估监测结果应用的制度建设和能力建设,强化基于评估监测结果的整改与问责。
Evaluation and monitoring is an important part of education supervision system in the new era.It is conducive to strengthen the attention of education supervision to the quality of education,improve the professional level of supervision,and improve the openness of the supervision mechanism.We have made some progress in evaluation and monitoring of basic education,but there are still some problems such as the misconception of evaluation and monitoring,overlapping of organization and management,single technical method and insufficient application of results.For the improvement of evaluation and monitoring of basic education,we need to clarify the functional orientation of evaluation and monitoring,establish an organization mechanism under the unified centralized management of the education supervision department,and make a distinction of evaluation and monitoring functions at different levels of the country,province,city and county.We also need to strengthen the basic research of evaluation and monitoring,promote the upgrading of technical methods,and establish the application system of evaluation and monitoring results,especially the rectification and accountability based on the evaluation and monitoring results.
