基于资源平台机制框架的政策设计研究——以南京地标产业与重点高校优势学科融合发展为例

Research on the policy design based on the mechanism of resource platform:taking the integration development of Nanjing’s landmark industry and dominant disciplines of key universities as an example

南京市拥有良好的地标产业基础和重点高校优势学科资源优势。为了促两者进一步融合发展,文章首先从资源融合、平台建设和融合发展机制建设3个方面,分析南京市地标产业与重点高校优势学科融合发展存在的问题;其次,基于资源平台机制框架,对国内外典型地区地标产业与优势学科融合发展的相关政策进行梳理;最后从资源、平台、机制3个角度,提出促进南京地标产业与重点高校优势学科融合发展的政策建议。

Nanjing has a good landmark industry foundation and a dominant discipline resource advantage of key universities.In order to promote the further integration development of the two,this paper first analyzes the problems existing in the integration development of the landmark industry and the dominant disciplines of key universities in Nanjing from three aspects:resource integration,platform construction and integration development mechanism construction.Secondly,based on the mechanism framework of resource platform,the related policies of the integration development of landmark industry and dominant disciplines in domestic and foreign typical regions are sorted out.Finally,from the point of view of resources,platform and mechanism,some policy suggestions are put forward to promote the integration development of Nanjing landmark industry and dominant disciplines of key universities.
