我国长三角地方政府债务风险识别研究

Study on identifying the debt risk of local government in Yangtze River Delta

近年来伴随着中国经济的快速发展,地方政府债务规模也同样增长迅速。地方政府在大举投资发展经济的同时,也必须要控制潜在的地方债务风险。为此,文章收集整理2015—2019年上海、江苏、浙江地区的政府债务数据,结合各地区经济发展的实际情况,并参考相关文献建立地方政府债务风险识别指标体系,对三地区5年来的债务风险进行风险识别研究。最后,得出三地区实际债务风险总体可控,并结合三地区地方政府在债务风险管理中存在的不足提出相关建议。

In recent years,with the rapid development of China’s economy,the scale of local government debt has also increased rapidly.Local governments must control potential local debt risks while investing heavily in developing economies.Therefore,this paper collects and combs the government debt data of Shanghai,Jiangsu and Zhejiang from 2015 to 2019,and establishes the local government debt risk identification index system based on the actual economic development of each region.Finally,it is concluded that the actual debt risk of the three regions can be generally controlled,and relevant suggestions are put forward in view of the deficiencies of debt risk management of local governments in the three regions.
