营商环境评价视阈下东北地区营商环境优化研究

Optimization Research on the Business Environment in Northeast China from the Visual Threshold of Business Environment Evaluation System

选取国内外主要的6种营商环境评价体系进行比较分析,阐述了各自的优缺点,针对东北地区营商环境不够理想导致其发展动能与活力不足的情况,构建出符合东北地区自身经济发展实际的营商环境评价体系。从评级激励的角度有效解决东北地区营商环境存在的问题,从指标设立的角度优化营商环境及其评价体系,并从理念、引资引才、集聚合力等方面提出了优化营商环境的具体对策。

This paper compares and analyzes the six major business environment evaluation systems at home and abroad and explains their respective advantages and disadvantages.In view of the situation that the business environment in Northeast China is not ideal which leads to the lack of development momentum and vitality,it constructs the business environment evaluation system in line with the actual economic development.From the perspective of rating incentive,it effectively solves the problems of business environment in Northeast China;from the perspective of index establishment,it optimizes the business environment and the evaluation system.It puts forward the countermeasures from the concept,attracting investment and talents,gathering power and other aspects.
