社会系统工程视角下新时代公共卫生治理的特点和要素分析

Analysis on the characteristics and elements of public health governance in the new era from the perspective of social system engineering

目前,以多元主体共同参与为特点之一的治理理论逐渐融入卫生和健康事业的发展中。文章基于社会系统工程理论范畴下的综合集成法第一步,以文献收集与分析为具体研究方法,围绕公共卫生治理研究主题,将相关的情报、资料、数据和相关领域专家的实践经验分为"政策文件""理论争鸣"和"治理实践"三类,归纳出公共卫生治理客体综合性和主体协同性、治理全方位和纵向连续性、治理专业性和决策科学性三大特点,并阐明人流、物流、货币流(资金流)、信息流与知识流、技术流五类治理要素的内容与关系,最终提出综合治理与分化治理结合、资源整合与要素协同并重、"平时常态治理"与"战时超常态治理"结合等治理建议。

Nowadays,governance theory characterized by the joint participation of multiple subjects has been gradually integrated into the development of health cause.Based on the first step of the comprehensive method in the theory of social system engineering,we took literature collection and analysis as the specific research method,and divided information,data and practical experience related to public health governance into"policy documents""theoretical contention"and"governance practice".Then,three characteristics of public health governance were put forward,including object comprehensiveness and subject coordination,omnidirectional governance and vertical continuity,governance professionalism and scientific decision-making.Meanwhile,the content and relationship of five governance elements were clarified,namely the manpower,materials,financial,information and knowledge,and technology flow.Finally,we put forward some governance suggestions,such as combining comprehensive governance with differentiated governance,attaching equal importance to resource integration and element coordination,and combining"peacetime normal governance"with"wartime extraordinary governance".
