全国范围普种牛痘是消灭天花的有效措施。一些城市率先消灭天花,并创造了可复制的组织经验。文章通过《南方日报》有关广州市普种牛痘的连续报道,考察中华人民共和国成立之初这座华南最大城市防疫的历史,并借此了解政府决策、基层动员、民众响应及该市普种牛痘的显著成效等,为考察城市防疫提供独特的视角。

The universal vaccination against vaccinia across the country is an effective measure to eliminate smallpox.Some cities took the lead in eliminating smallpox,and created replicable organizational experience.This paper investigated the history of epidemic prevention in the largest city in south China at the beginning of the founding of the People’s Republic of China through the continuous reports in Nanfang Daily of the universal vaccination against vaccinia in Guangzhou,and by which,we can understand the government’s decision-making,grass-roots mobilization,public response and the remarkable achievements of Guangzhou’s universal vaccination against vaccinia,so as to provide a unique perspective for investigating urban epidemic prevention.
