摘要
“双一流”战略为地方高校提供了新的发展机遇。一流的大学、一流的学科必须有一流的管理做支撑。分析编制管理在“双一流”建设中的重要作用,论述目前地方高校编制管理改革的必要性以及编制管理的现状,剖析高校编制管理存在的问题,从加强制度建设、强化岗位管理、重塑以岗定薪、统筹长远规划等四个方面提出了适合地方高校编制管理的改革策略,旨在探寻如何从编制建设的角度加快地方高校“双一流”建设的步伐。
The“double first-class”strategy provides new opportunities for the development of local colleges and universities.First-class universities and disciplines must be supported by first-class management.In this paper,the important role of staffing management in the“double first-class”construction is clarified.Through a profound analysis of the current reform necessity and the status quo of staffing management in local colleges and universities,the problems in the staffing management are clarified.Reform strategies suitable for the staffing management of local colleges and universities are put forward from four aspects of strengthening system construction,strengthening post management,reshaping the post-related fixed salary system and coordinating with the long-term planning,aiming to explore how to accelerate the pace of“double first-class”construction of local colleges and universities from the perspective of staffing management construction.
