江西省小水电站生态流量、泄放设施及监管平台建设 被引量:9

On the Ecological Flow,Discharge Facility and Supervision Platform Construction in Small Rural Hydropower Stations in Jiangxi Province

摘要 根据2018年水利部、发展改革委等国家四部委印发的《关于开展长江经济带小水电清理整改工作的意见》,狠抓小水电清理整改与绿色改造。针对江西省的实际情况,近期以不低于河道天然多年平均流量的10%作为生态流量;对部分水资源丰沛的河流,近期按30%计;中期按丰水期、平水期、枯水期分别进行生态需水的计算。远期按引入数学模型对不同河流的水生植物、水生动物、水体自净能力等计算得出的生态流量。 In the“Opinions on the cleaning up and rectification of small hydropower stations in Changjiang River Economic Belt”issued by the Ministry of Water Resources and the National Development and Reform Commission,rectification and renovation of small hydropower stations are emphasized.The rectification work in Jiangxi Province is introduced from three important aspects,including the ecological flow,discharge facility and supervision platform construction.Considering the actual conditions of Jiangxi Province,the short-term ecological flow should be no less than 10%of the annual average natural flow of the rivers.For rivers with abundant water resources,it should be no less than 30%.For the intermediate term,the ecological water demand should be calculated separately according to the wet season,normal season and dry season.For the long term,it should be calculated with mathematical model considering the aquatic plants and animals and the self-purification capacity of different rivers.
