中国省际乡村振兴发展速度测度与时空异质性研究——基于组合加权主成分分析的综合评价方法

Measurement and Comprehensive Evaluation of the Development of Provincial Rural Areas In China In The New Era——A Comprehensive Evaluation Based on the Analytic Hierarchy Process

本文在实现乡村振兴的背景下,基于对乡村振兴深刻内涵的理解,将其划分为5个部分来进行综合评价研究,即显示生产水平的产业兴旺、表现是否宜居的生态宜居、表现教育文化程度的乡风文明、反映实际治理情况的治理有效和展现农民收入消费水平的生活富裕.基于此建立了新时代中国乡村振兴发展速度评价指标体系,运用基于组合加权主成分分析的综合评价方法对中国大陆地区31个省市(自治区)乡村振兴的环比发展速度进行了综合评价.研究结果表明中国各省市(自治区)乡村振兴发展速度稳中有进,环比发展速度上总体呈现出西高东低的走势;各省市自治区,尤其是以北京、上海为代表的东部发达省份在产业兴旺领域仍需进一步加大投入力度,切实保障粮食安全;陕西等省应进一步提升生态宜居领域的发展速度;辽宁、吉林、甘肃等省份应加大在乡风文明领域的投入;江西、新疆应进一步提升治理有效领域的发展速度;东北地区省份应进一步加大在生活富裕领域的投入;各省市自治区应找准自己的发展短板,破解发展难题.

This paper constructs an evaluation index system for the speed of China's rural revitalization and development in the new era.The system consists of five parts which are industrial prosperity,ecological livability,rural civilization,effective governance and rich life.A comprehensive evaluation method based on combined weighted principal component analysis to evaluate the growth rate of rural development in 31 Provinces in Chinese Mainland is applied.The conclusion shows that the growth rate of rural development in Chinese provinces is progressing steadily,and the ring development rate shows a trend of high in the west and low in the east. Several provinces and autonom ous regions, especially the eastern developed provinces represented by Beijing and Shanghai, still need to increase investment in the industrial field and ensure food security. Shanxi should further enhance the development rate of ecological livability. Liaoning, Jilin and Gansu should further increase investment in the development of rural civilization. Jiangxi and Xinjiang should increase investment in the field of effective governance.The Northeast Region should further increase investment in the field of affluent life. All provinces should identify their own development shortcomings and solve development problems.
