民族地区突发事件特性及应急管理困境研究——兼论民族地区应急管理人才的“质”与“量”创新研究

Research on the characteristics of emergency events and the dilemma of emergency management in ethnic area——Quality and quantity of emergency management talent in ethnic area

应急管理是国家治理体系和治理能力现代化的重要组成部分。由于民族地区突发事件有别于其他地区,仅依靠常规的应急管理是无法应对的,这为民族地区应急管理工作提出了更高要求。文章从民族地区的特点出发,归纳总结了该地区突发事件的特性以及应急管理工作遇到的困境,认为要突破这些困境,应以人才作为突破口,并从"质"和"量"两个方面提出民族地区应急管理人才的要求。

Emergency management is an important part of the modernization of China's system and capabilityfor governance.Because the emergency events in ethnic area are different from other,it is impossible to respond to them only by routine emergency management,which puts forward higher requirements for it.Based on the characteristics of ethnic area,this article summarizes the characteristics of emergency events and the dilemmaof emergency managementin the area.It is believe that talents should be used as breakthroughto break through these dilemma and regarding the requirements of emergency management talents in ethnic areasfrom the "quality" and "quantity".
