西南地区就业人数与产业转型升级的耦合性探讨

Research on Coupling Coordination between Employment and Industrial Transformation and Upgrading in Southwest China

通过构建西南地区4个省份的就业人数与产业转型升级耦合效应评价指标体系,采用熵值法,创建综合发展水平模型、耦合协调度模型分析西南地区的就业人数与产业转型升级的耦合协调程度,得出:(1)西南地区就业人数综合指标得分在0.16—0.33区间内,产业转型升级综合指标得分在0.1—0.46区间内;(2)2010年至2018年西南地区就业人数与产业转型升级协调度在0.47至0.5之间,增幅缓慢。发现,西南地区就业人数与产业转型升级耦合协调发展度较低、三大产业产值与其就业人数不匹配、城镇就业人员与城镇化进程不相符。建议:一是加大对人力资源培育力度;二是深入挖掘高新产业、第三产业的发展潜力;三是创建新型城镇化与农业现代化良性互动机制。

Through the construction of the evaluation index system of the coupling effect of employment and industrial transformation and upgrading of four provinces in Southwest China,the entropy method is used to establish the comprehensive development level model and the coupling coordination degree model to analyze the coupling coordination degree of the employment number and industrial transformation and upgrading in Southwest China.The results are as follows:firstly,the comprehensive index score of employment in Southwest China is in the range of 0.16-0.33,while the comprehensive index score of industrial transformation and upgrading is in the range of 0.1-0.46.Second,from 2010 to 2018,the coordination degree of employment and industrial transformation and upgrading in Southwest China was between 0.47 and 0.5,with a slow growth.The results show that the coupling and coordinated development degree of employment and industrial transformation and upgrading in Southwest China is relatively low,the output value of the three industries does not match with the number of employees,and the employment of urban residents is not consistent with the process of urbanization.Finally,the paper puts forward such feasible policy suggestions as strengthening the cultivation of human resources,deeply tapping the development potential of high-tech industry and tertiary industry and creating a benign interaction mechanism between new urbanization and agricultural modernization.
