从“要素驱动”转向“创新驱动”:制度质量视角下的经济增长动力转换与内在路径选择

From“Factor-Driven”to“Innovation-Driven”:The Conversion of Economic Growth Motivation and the Choice of Inner Path from the Perspective of Institutional Quality

在制度质量视角下西部地区经济增长动力如何从“要素驱动”转向“创新驱动”是本文研究的问题。依据文献梳理和新经济增长理论选取影响西部地区经济增长的17个因素,基于2005—2018年西部地区数据,运用逐步回归法进行变量选取,采用混合回归方法对影响西部地区经济发展的因素进行实证分析。研究发现:物质资本存量、社会消费品总额等7个解释变量对西部地区经济增长产生了显著的促进作用,就业人数、城镇总就业人数以及三种专利申请受理数量对西部地区经济增长有显著的抑制作用,技术市场成交额在固定效应模型中具有显著性,在混合回归中不具有显著性。总体来看,西部地区经济增长仍然是粗放型发展方式。基于此,本文提出西部地区经济高质量发展的路径:持续加强供给侧改革,逐步转变经济发展方式;坚持跨区域的交流与合作发展,避免盲目的“一刀切”策略;注重优质主体培育,以产业升级推动经济高质量发展。

The question studied in this article is from the perspective of institutional quality how the Western economic growth momentum has changed from"factor-driven"to"innovation-driven".The article selects 17 factors that affect the Western economic growth based on the literature review and the new economic growth theory;In addition,this study is based on the data of the western region from 2005 to 2018,using the Stepwise Regression Method to select variables,and the mixed Regression Method to conduct an empirical analysis of the factors affecting the economic development of the Western region.The study found that,on one hand,seven explanatory variables such as the stock of physical capital and the total amount of consumer goods have significantly promoted the economic growth of the western region,on the other hand,the number of employed persons,the total number of employed persons in urban areas,and the number of three types of patent applications received have a significant inhibitory effect on the economic growth of the western region.We also found that technical market turnover is significant in the fixed effects model,but not significant in the mixed regression.The conclusion is economic growth in the western region is still an extensive development mode.Based on the above findings,we propose a path for high-quality economic development in the western region:continue to strengthen supply-side reforms,and gradually transform economic development methods;adhere to cross-regional exchanges and cooperation development,avoid blind"one size fits all"strategy;focus on the cultivation of high-quality subjects,and promote the economy through industrial upgrading High-quality development.
