U.S.Policies and Practices Supporting the Science and Technology Industry

自20世纪中叶以来,美国科技创新与技术进步始终处于世界领先水平,为美国产业结构转型升级和经济持续增长提供了强大动力。美国政府对科创产业的支持政策长期存在,并形成了一套较为完整的体系。本文从财政政策、金融政策和产业政策三方面系统梳理美国支持科创产业的政策及实践,为我国相关政策的制定和实施提供借鉴。

Since the middle of the 20th century,U.S.science and technological innovation have always been at the world's leading level,providing a powerful impetus for the upgrading of the industrial structure and leading to sustained economic growth.The U.S.government’s support policy for the science and technology industry has existed for a long time,and has formed a solid system.Our research try to sort out these policies and practices from three aspects:fiscal policy,financial policy,and industrial policy,so as to provide reference for the formulation and implementation of the domestic policies.
