区块链技术推进西部大开发形成信用信息共享新格局的前景和应用分析

Prospective Exploration of Credit Information Sharing Through Blockchain Technology to Promote the Western Development

近年来国家高度重视信用体系建设,信用信息形成的“经济身份证”,极大地促进了金融、商务和政务领域的效率,“守信激励,失信惩戒”的良好信用氛围逐步建立。根据最新发布的《征信业务管理办法(征求意见稿)》,政务、商务信息等替代数据也将纳入征信业统一监管,但该类信息仍存在共享难、应用难、监管难的问题。本文基于西部地区信用信息共享现状,借鉴人民银行牵头搭建的“长三角征信链”经验,提出应用区块链技术搭建“西部地区企业信用信息共享联盟链”,探索形成“互联网上链、替代数据全纳入”新模式,支持西部地区企业开展信用融资,降低交易成本,促进信用监管,提升地区经济金融发展水平和治理能力,助力西部大开发形成新格局。

In recent years,Chinese government has attached great importance to the construction of the Credit System.The"Economic ID"formed by credit information has greatly promoted the efficiency in the fields of finance,commerce and government affairs,and a good credit atmosphere of"incent the trustworthy and punish the untrustworthy"has been gradually established.According to the newly released"Administrative Measures for Credit Industry(Draft for Comment)",alternative data such as which generated in the performance of government administrative duties and business affairs will also be included in the unified supervision,but these types of information still facing difficulties in sharing,application,and supervision.Based on the current status of credit information sharing in the western region,this article draws on the experience of the"Yangtze River Delta Credit Information Sharing Alliance Chain"led by the People's Bank of China,proposes the application of blockchain technology to build a"Western Region Credit Information Sharing Alliance Chain",and explores an alternative internet-based Blockchain which includes substitute data,in order to carry out credit financing,reduce transaction costs,promote credit supervision,improve the level of regional economic and financial development and governance capabilities,and ultimately help form a new pattern for the development of the western region.
