四川省工业地价区域耦合协调与平衡研究

Study on Regional Coordination and Balance of Industrial Land Price in Sichuan Province

工业地价对提高土地利用效率、优化区域产业布局有着重要的影响.通过整理四川省183个县(市)区的工业用地交易数据,构建基于MATLAB全局趋势分析与克里金空间插值的工业地价时空演变数字模型,采用熵值法与多因素综合评价法对全省社会经济发展水平进行定量分析,并利用耦合协调度模型探寻工业地价与区域经济、土地取得成本间的协调平衡关系.结果表明:1)四川省工业地价与区域经济发展的耦合协调度偏低,总体呈现不协调的状况;除"成都地区"外,省内其他地区耦合协调度均低于0.4,地域空间分异现象明显.2)四川省工业地价与土地取得成本间普遍呈现不平衡状况,平均工业地价小于土地取得成本的区域占比66.66%,工业地价水平与土地取得成本之间的矛盾明显.3)四川省工业地价区域耦合协调与平衡状况为区域协调成本平衡型、区域协调成本失衡型、区域失调成本平衡型、区域失调成本失衡型4种类型,其中区域协调成本平衡型分布最少,区域失调或成本失衡型数量较多,应尽快建立协调平衡的省内工业地价体系.

Industrial land prices have an important impact on improving land use efficiency and optimizing regional industrial layout.This paper organizes the industrial land transaction data of 183 counties(cities)in Sichuan Province,and constructs a digital model of industrial land price temporal and spatial evolution based on MATLAB global trend analysis and Kriging spatial interpolation.Entropy method and multi-factor comprehensive evaluation are adopted.The law quantitatively analyzes the level of social and economic development in the province,and uses the coupled coordination degree model to explore the coordinated balance between industrial land price and regional economy and land acquisition cost.The results show that:1)The coupling degree of industrial land price and regional economic development in Sichuan Province is low,and the overall situation is uncoordinated;except for"Chengdu area",the coupling coordination degree of other areas in the province is lower than 0.4,and the spatial spatial differentiation phenomenon obvious.2)There is a general imbalance between the industrial land price and the land acquisition cost in Sichuan Province.The average industrial land price is less than the land acquisition cost,accounting for 66.66%.The contradiction between the industrial land price level and the land acquisition cost is obvious.3)The regional coordination and balance of industrial land price in Sichuan Province is the four types of regional coordination cost balance,regional coordination cost imbalance,regional imbalance cost balance,and regional imbalance cost imbalance.The regional coordination cost balance distribution is the least,regional imbalance or the number of cost imbalances is large,and a coordinated and balanced industrial land price system should be established as soon as possible.
