垂直型环境规制对我国经济高质量发展的影响研究

The Impact of Vertical Environmental Regulation on the High-quality Development of China’s Economy

文章基于区域异质性效应,结合2009—2018年30个省份的面板数据,以中央政府垂直型环境规制为切入点,采用双重固定效应模型探究垂直型环境规制对我国经济高质量发展的作用机制。研究结果发现:垂直型环境规制与经济高质量发展呈现"U"型关系特征,跨过拐点后垂直型环境规制强度每增加1%提升经济高质量发展水平0.225%;垂直型环境规制对我国中部地区、"非直辖市"省份、"21世纪海上丝绸之路"省份和"长江经济带"省份经济高质量发展水平改善作用显著;垂直型环境规制能够通过影响创新、绿色和共享发展3个子系统路径发挥正向促进经济高质量发展机制;采取DMSP/OLS夜间灯光数据替换被解释变量进行一系列稳健性检验,研究结论依然可靠。

Based on the regional heterogeneity effect and combined with panel data of 30 provinces from 2009 to 2018,this paper takes the vertical environmental regulation of central government as the starting point,and uses the double fixed effect model to explore the mechanism of vertical environmental regulation on the high-quality development of China’s economy.The results show that vertical environmental regulation and high-quality economic development are characterized by"U"type relationship.After crossing the inflection point,the intensity of vertical environmental regulation increases by 1%and the level of high-quality economic development is 0.225%;vertical environmental regulation has a significant effect on the improvement of the high-quality economic development level in the central region,"provinces not directly under the central government",provinces along the"21st Century Maritime Silk Road",and provinces along the"Yangtze River Economic Belt";vertical environmental regulation can positively promote the mechanism of high-quality economic development by influencing the three subsystems of innovation,green,and shared development;the results of the study are still reliable by using DMSP/OLS night light data to replace the explanatory variables and other robustness tests.
