西部贫困地区农村产业扶贫政策落实情况调查——以陕西南部Z县为例

Research on Poverty Alleviation by Industries in Rural Poverty-stricken Areas in Western China——Taking Z County in Southern Shaanxi as an Example

党和国家高度重视产业扶贫工作。课题组采用观察法、访谈法、问卷法等调查研究方法,对陕西南部深度贫困县Z县的产业扶贫政策落实情况开展了调查。通过调查,课题组认为该县在产业扶贫政策落实中能够精准识别贫困人口,能因地制宜发展产业,能全面落实产业奖补政策,能积极开展贫困劳动力职业技能培训,重视集体经济组织的建设和发展。调查中也发现了一些问题:贫困人口职业技术掌握程度普遍较低;对市场需求的分析、预测能力不足;对产业扶贫政策了解不够充分;部分贫困群众缺乏自主脱贫意识。针对存在的问题,课题组提出了相应的解决措施。

The Party and the state attach great importance to industrial poverty alleviation.By using the methods of observation,interview and questionnaire,the research group carried out an investigation on the implementation of the industrial poverty alleviation policy in Z county in the south of Shaanxi.Through investigation,the research group believes that the county can accurately identify the poor population in the implementation of the industrial poverty alleviation policy,develop industry according to local conditions,fully implement the industrial award and compensation policy,and actively carry out vocational skills training for the poor labor force,attach importance to the construction and development of collective economic organizations.A number of problems are also found in the survey:Poor people generally have a low level of vocational skills,lack of ability to analyze and predict market demand,lack of understanding of industrial poverty-relief policies,and part of the poor people lack the awareness of independent poverty eradication.In view of the existing problems,the corresponding solution measures are proposed here.
