社会治理的重心在基层,“党建+服务”社区治理模式是巩固和加强党在基层执政根基的重要实践。其中,多元主体共同参与的社区治理就是在街道党委领导下,以社区为主体,由业主委员会、物业服务企业等组织针对社区公共事务、社区政治生活、社区组织生活等“关键小事”开展多层次、多形式的多元协商,发挥党组织赋能基层社会治理的作用,巩固党的执政基础和“从群众中来,到群众中去”的群众路线。然而,在实践中仍然存在着社区党员参与动力不足、物业服务企业与业主委员会之间协商难、业委会党支部鲜有建立、“党建+服务”的模式还没有充分发挥作用等问题。这些成为当前制约社区党组织发展及社区治理升级的阻碍因素,也应成为今后工作的着力点。

The focus of community governance is at the grassroots level.The community governance mode of“party construction and service”is an important practice to consolidate and strengthen the party’s ruling foundation at the grassroots level.Among them,under the leadership of the street party committee,the community governance with multiple subjects as the main body is to carry out multi-level and multi form multi consultation by the owners’committee,property service enterprises and other organizations for the“key issues”such as community public affairs,community political life and community organization life,so as to give play to the role of the party organization in empowering grass-roots social governance and consolidate the party’s executive power Political basis and the mass line of“from the masses to the masses”.However,in practice,there are still some problems,such as the lack of motivation for community party members to participate,the difficulty in negotiation between the property service enterprises and the owners’committee,the lack of establishment of the Party branch of the industry committee,and the insufficient role of the“party construction and service”model.These become the current obstacles to the development of community party organizations and the upgrading of community governance,and should also become the focus of future work.
