我国高中阶段特殊教育发展的实证分析与策略抉择——基于2016—2019年的数据

Empirical Analysis and Strategic Choices for Development of Special Education in Chinese Senior High Schools——based on Data from 2016 to 2019

高中阶段特殊教育是我国高中阶段教育的重要组成部分,肩负着为残疾学生成长奠基、培养高素质残疾人才的历史使命。我国大力发展高中阶段特殊教育,取得了办学规模不断扩大、教育结构逐渐合理、教育质量稳步提升的显著发展成就,高中阶段特殊教育普及水平迈上了新台阶。但同时,高中阶段特殊教育也存在着学校数量不足、学校类别不全、区域发展不均衡等问题。发展高中阶段特殊教育必须根据中央提出的“办好特殊教育”“特教特办”的精神,实施完善支持政策、扩大教育资源、优化结构布局、采取多种举措、加强条件保障等策略,以促进高中阶段特殊教育高水平、高质量的普及。

Special education at the senior high school level is an important part of Chinese senior high school education,with the historical mission of laying a foundation for the growth of students with disabilities and nurturing highly qualified disabled persons.China has made great efforts to develop special education at the upper secondary level,and remarkable development achievements have been made in terms of the expanding scale of schooling,the gradual rationalization of the educational structure,and the steady improvement in the quality of education,with the level of popularization of special education at the senior high school level rising to a new level.While making achievements,there are still problems such as an insufficient number of schools,incomplete types of schools and unbalanced regional development.In accordance with the spirit of the central Government’s call for“providing special education”and“running special schools for special education”,special education in senior high school must improve support policies,expand educational resources,optimize the structure and layout of schools,take a variety of measures,and strengthen conditions and safeguards,so as to promote high-level and high-quality special education at the high school level popularization.
