摘要
建立可量化评估的指标体系监测地方政府履行残疾人受教育权保障职责的情况,能够反映各地残疾人教育事业的发展状况,可以为中央调整政策和财政支持力度提供参考。以省域内政府为评估对象,以推进融合教育为核心目标,运用法学规范分析法,依据法律法规内容、政策标准要求,以权利和义务对应、实体与程序并重为逻辑主线设计指标。在国内外邀请法学专家、特殊教育理论和实践专家共19位,经过两轮德尔菲法论证,运用层次分析法确定指标体系的权重,通过一致性检验最终确定指标体系内容及其权重分布。共设计4个一级指标:保障制度、保障措施、保障状况、监督机制,并下设10个二级指标和48个三级指标。依据三级指标的测算方法进行评估,可以建立残疾人教育状况长效评估机制。
The establishment of a quantifiable evaluation index system to observe the local government to fulfil its responsibility of protecting the right to education for people with disabilities can be a reflection of the development of education,and can provide a reference for the central government to adjust policies and financial support.Indicators are designed with the provincial government as the evaluation object and the promotion of inclusive education as the core goal.The law normative analysis method is used according to the content of laws and regulations,taking the requirements of policy standards,the correspondence between rights and obligations,and the dual emphasis on entity and procedure as the main logical line.19 experts in law and special education at home and abroad are invited.After two rounds of Delphi demonstration,AHP is used to determine the weight of the index system.Through consistency test,the content and weight distribution of the index system are finally determined.A total of four first-level indicators are designed:security system,security measures,security status and supervision mechanism,with 10 second-level indicators and 48 third-level indicators.By use of the three-level evaluation indicators,a long-term mechanism can be established to evaluate the education status of people with disabilities.
