“双循环”格局挑战与高等教育的应对 被引量:16

The challenges of the"double cycle"pattern and the countermeasures of higher education

摘要 传统贸易经济形成了“中心”“边缘”“半边缘”的世界格局,使得国家间的高等教育产生了依附关系。从20世纪80年代起,由中国等新兴经济体开启的“双循环”格局开始成为影响高等教育秩序建构的新模式。由于“逆全球化”的冲击和全球新冠疫情的影响,由我国主导的“双循环”发展格局开始进入“2.0”时代。然而,高等教育的发展秩序却没有发生实质性的变化,高等教育的协作机制与供求关系运行遭受着巨大制约。实际上,我国的高等教育还没有做好适应新发展格局的准备,高等教育的内外循环不畅以及资源重复配置等问题依然突出。从内部看,高等教育要对社会经济在“双循环”新发展格局中的需求做出反应,补齐大学间的发展短板。对外部来说,激发高等教育的想象力并为创新“赋能”,才能营造与整个世界相循环的精神空间。 The traditional trade economy has formed a central,marginal,and semi-marginal world structure,which has created a dependency relationship between countries in higher education.Since the 1980s,the"double cycle"pattern initiated by emerging economies such as China has become a new model that affects the construction of higher education order.With the influence of"deglobalization"and worldwide spread of COVID-19,the"double cycle"development pattern dominated by China has begun to enter the"2.0"era.However,the development order of higher education has not undergone substantial changes,and the coordination mechanism of higher education and the operation of the relationship between supply and demand have suffered huge constraints.In fact,China′s higher education is not well prepared to adapt to the new development pattern,and problems such as the poor internal and external circulation of higher education and the duplication of resource allocation are still prominent.From an internal point of view,higher education should respond to the needs of the social economy in the"double cycle"new development pattern,and make up for the shortcomings in the development of universities.Externally,only by stimulating the imagination of higher education and"enabling"innovation can it create a spiritual space that circulates with the entire world.
