The Contradiction Between Supply and Demand of the Rights and Interests of the Rural Disabled in the New Era and its Solution

进入新时代,农村残疾人的权益保障既取得了诸多成效,又存在权益供需矛盾突出的问题,具体表现在排斥性供给与归属性需求的矛盾、物理性供给与社会性需求的矛盾、普惠性供给与特惠性需求的矛盾以及不确定性供给与持续性需求的矛盾。需要在检视供需矛盾的基础上,努力通过树立现代文明价值理念、强化权益保障环境建设、提高公共服务供给水平和建立权益保障长效机制等一系列举措,切实维护和保障农村残疾人应有的权益。

In the new era,the protection of rights and interests of the disabled in rural areas has not only achieved a lot of results,but also faced the problem of contradiction between supply and demand of the rights and interests,which is embodied in the contradiction between exclusive supply and belonging demand,between physical supply and social demand,between inclusive supply and preferential demand, and between uncertain supply and sustainable demand. On the basis of examining the contradiction between supply and demand,efforts should be made to safeguard and protect the rights and interests of the disabled in rural areas through a series of measures,such as establishing a modern civilization value concept, strengthening the construction of the rights and interests protection environment,improving the supply level of public services and establishing a long-term mechanism for the protection of rights and interests.
