陕南可持续脱贫推进路径探析

An Analysis on Progressive Path of Sustainable Poverty Alleviation in Southern Shaanxi

基于"投入-产出"思想,以连片特困地区陕南的11个深度贫困县为研究对象,从可持续脱贫视角,通过运用因子分析模型构建陕南脱贫效果评价指标体系,对陕南各深度贫困县的脱贫效果进行阐释及测度。研究发现:山阳县、镇安县、汉滨区脱贫效果比较显著,商南县、山阳县、镇安县脱贫速度较快,其他深度贫困县脱贫效果相对较弱,主要由各县域对益贫资源的投入、管理和配置效率的差异所致。对此,应加大益贫资源的基础设施投入、调整益贫产业扶持政策、创新益贫发展理念、创新益贫工作模式,以推进陕南脱贫的可持续发展。

Based on the research of "input-output", 11 deep poverty-striken counties in the contiguous poor areas of southern Shaanxi were taken as the research object, the effective evaluation index system of the poverty alleviation in Southern Shaanxi was constructed on the base of factor analysis model from the perspective of sustainable poverty alleviation to explain and measure the poverty alleviation effect of different targeted counties in Southern Shaanxi. The study found that the poverty alleviation effect of Shanyang County, Zhen’an County, and Hanbin District is relatively significant;Shangnan County,Shanyang County, and Zhen’an County possess the faster pace of poverty alleviation, and the poverty alleviation effect of other deeply impoverished counties is relatively weak, which is caused by the differences in resource input, management and allocation efficiency. Therefore, in order to promote the sustainable development of poverty alleviation in southern Shaanxi, it is necessary to increase the infrastructure investment of pro-poor resources, adjust pro-poor industry support policies, innovate pro-poor development concepts, and innovate pro-poor work models.
