Research and Practice of“Access to Electricity”Service Promotion Under Business Environment

营商环境作为衡量和评估各国私营经济发展环境的指标体系,"获得电力"是其中重要一环,反映一个企业从申请用电到获得永久性电力连接所需的步骤、花费的时间和费用。近年来国家对提升"获得电力"水平提出前所未有的高要求。对世界银行营商环境中的"获得电力"指标测评体系和评价方法予以解析,并结合工作实践,总结我国电网企业"获得电力"6年来的提升举措,阐述居民、低压小微企业和居民和高压用户"获得电力"的改革方案,并提出下一步"获得电力"提升改进方向,供同行参考。

Business environment is an index system to measure and evaluate the development environment of private economy in various countries“.Access to electricity”is an important part of it,which reflects the steps,time and cost of an enterprise from applying for electricity to obtaining permanent electricity connection.In recent years,the state has put forward unprecedented high requirements for improving the level of“access to electricity”.Firstly,the“access to electricity”index evaluation system and evaluation method in the business environment of the world bank were analyzed.Then,the improvement measures of“access to electricity”of China’s power grid enterprises in the past six years were summarized,and the reform scheme of“access to electricity”for residents,low⁃voltage small and micro enterprises,residents and high⁃voltage users was expounded.Finally,the improvement direction of“access to electricity”was put forward,which provides successful experiences for the peer.
