A Case Study on Screening of Soil & Groundwater Contamination Risks

《中华人民共和国土壤污染防治法》要求,土壤污染重点监管单位应建立土壤污染隐患排查制度,保证持续有效防止有毒有害物质渗漏、流失、扬散。土壤地下水污染隐患排查目前仅有少量的实施范例。本文以上海某印刷电路板企业土壤污染隐患排查为例,介绍了该企业的概况、排查重点确定的方法、现场排查中的关注要点、所识别的土壤地下污染隐患以及相应的整改建议,以期为类似企业土壤地下水污染隐患排查提供参考和借鉴。

As per Law of the People's Republic of China on the Prevention and Control of Soil Pollution,the Key-Supervision-Units of Soil Pollution should establish a system on screening soil&groundwater contamination risks,in order to ensure a continuous and effective prevention of leakage,erosion and dispersion of hazardous substances.At present there are merely limited implementation examples in this field.This article introduces a case study of soil&groundwater contamination risks screening at a printed circuit board plant in Shanghai,briefing the general facts of the plant,the methodology of determination of the key points of screening,the focuses during onsite screening,as well as the identified soil&groundwater contamination risks and the corresponding suggestions for rectification.
