基层政府购买养老服务的问题与完善路径--资源依赖视角的分析

Grass-roots Government Purchase Endowment Service Problems and Improve the Path--Analysis from the perspective of resource dependence

政府购买养老服务是应对我国日益严峻的人口老龄化问题的重要途径之一。从资源依赖理论视角,分析基层政府购买养老服务中各主体间的关系,认为购买养老服务主要面临着因社会组织对基层政府资源的依赖导致各方主体的参与机制不健全、基层政府和社会组织的权责关系不对等引发的绩效评估有待完善和基层政府对社会组织的隐形约束导致的政府购买服务质量有待提高等问题。完善基层政府购买养老服务的路径,应着力于完善权责关系制度和参与机制、健全绩效评估机制、建立良性互动的“合作伙伴”关系三个方面,也以此推进政府治理现代化。

Government purchase of old-age service is one of the important ways to deal with the increasingly serious problem of population aging in China.From the perspective of resource dependence theory,analyze the basic unit government purchase endowment service in the relationship between different subjects,think buy endowment service faced by social organizations main dependence on grassroots government resources in the main body participation mechanism is not sound,the grassroots government and social organization of the unequal relationship between power and responsibility needs to improve the performance evaluation to trigger and grass-roots government of social organization of the contact constraints lead to problems such as the government to buy the service quality improvement.To improve the path for grassroots governments to purchase pension services,we should focus on improving the power and responsibility relationship system and participation mechanism,improve the performance evaluation mechanism,and establish a benign interactive“partnership”relationship,so as to promote the modernization of government governance.
