“Digital vulnerable groups”refers to marginalized and vulnerable groups in the digital society because of differences in economic capacity,social status,their own abilities,etc.The formation of this group is the result of a combination of factors such as technological development,cyberspace and social structure.It is also necessary to build a future intelligent society to protect its rights.We should establish the value concept of“digital human rights”,adhere to the principle of“substantive equality”and protect the rights of“digital vulnerable groups”from the aspects of rule of law guarantee and social responsibility.
