坚持依法治国和依规治党有机统一,是以习近平同志为核心的党中央在治国理政实践中探索出的新经验、创新发展的新理论、形成完善的新方略。在中国特色社会主义新时代,中国共产党作为十四亿人口大国的领导党和执政党,既依据宪法、法律治国理政,也依据党内法规管党治党,把依法治国和依规治党有机统一起来。依法治国和依规治党有着内在的必然联系,依规治党深入党心,依法治国才能深入民心。必须坚持依法治国和依规治党统筹推进、一体建设,不断提高党依规治党、依法执政和依法治国的水平。应以习近平法治思想为指导,在阐释依规治党的概念及其核心要义的基础上,集中论述坚持依法治国和依规治党的有机统一重要理论和实践问题。

Sticking to the unity of law-based governance of state and rule-based governance of Party is a new experience drawn on,a new theory creatively developed,a new strategy formed and improved by the Party Central Committee with Comrade Xi Jinping at the core in the practices of state governance and administration.In the new era with socialism with Chinese characteristics,China Communist Party,as the leading party and the ruling party,must not only govern and administrate the state according to the Constitution and laws,but also regulate and govern the Party according to Party rules,thus integrating the law-based governance of state and rule-based governance of Party.The law-based governance of state is in intrinsically inevitable relation to the rule-based governance of Party because only the former is deeply rooted in the hearts of party members can the latter is deeply rooted in the public's hearts.The law-based governance of state and the rule-based governance of Party must be promoted in a coordinated manner and developed in an integrated way,thus increasingly improving the level of rule-based governance of Party,law-based administration and law-based governance of state.This thesis,by taking Xi Jinping Thought on the Rule of Law as the guideline,on basis of expounding the concept of rule-based governance of Party and its core connotation,expounds in a concentrated way important theoretical and practical issues on the unity of law-based governance of state and rule-based governance of Party.
