知识产权保护水平对产业创新的作用——基于开放型经济环境下的研究

The Effect of Intellectual Property Protection Level on Industrial Innovation——Based on Research under an Open Economic Environment

随着开放型经济的发展和知识经济时代的到来,知识产权保护政策在提升国家创新能力上的重要作用不容置疑。本文通过构建中国2002—2014年17个制造业行业的知识产权保护水平指标以及创新指标进行实证分析,运用双向固定效应模型等估计方法从总体行业和细分行业进行研究,发现专利保护强度与产业创新能力之间存在倒U型关系。专利保护强度过低或过高都不利于产业的创新活动,针对不同行业要弹性的制定产业的产权保护水平。

With the development of an open economy and the advent of the era of knowledge economy,the important role of intellectual property protection policies in enhancing the country's innovation capabilities is beyond doubt.This paper conducts empirical analysis by constructing indicators of intellectual property protection level and innovation indicators of 17 manufacturing industries in China from 2002 to 2014,using estimation methods such as the two-way fixed effect model to conduct research from the overall industry and sub-industries,and finds that the intensity of patent protection and industry There is an inverted U-shaped relationship between innovation capabilities.Too low or too high patent protection strength is not conducive to industry innovation activities,and the level of industrial property rights protection should be flexibly formulated for different industries.
