强化习近平新时代中国特色社会主义思想国际传播的三重维度——基于国家话语能力建设视阈

Strengthening the Three Dimensions of International Communication of Xi Jinping Thought on Socialism with Chinese Characteristics for the New Era--Based on the Perspective of the Construction of National Discourse Capacity

国家话语能力建设,是研究习近平新时代中国特色社会主义思想国际传播的一个新颖视角。从分项层面看,国家话语能力包括党和国家领导人话语能力、党和国家机构话语能力、国家媒体话语能力、普通民众公共话语能力、国家话语外译能力、国家话语战略事务管理能力六大基本分项能力。国家话语能力建设视阈下强化习近平新时代中国特色社会主义思想国际传播,可从三维度把握。从机遇维度看,党和国家领导人话语能力较高,党和国家机构、国家媒体话语能力以及国家话语外译能力不断提升,为强化习近平新时代中国特色社会主义思想国际传播提供了重要机遇。从挑战维度看,缺乏统一机构管理国家话语战略事务,会增加习近平新时代中国特色社会主义思想话语被国际误读、污名化的风险;受公共话语场非主流话语传播影响,部分民众会缺乏对外传播习近平新时代中国特色社会主义思想的积极性。从应对维度看,要探索成立专门的话语战略事务机构,加强对习近平新时代中国特色社会主义思想国际传播的战略谋划;要完善公共话语场运行机制,增强习近平新时代中国特色社会主义思想国际传播的民众自觉度;要充分把握契机,提升习近平新时代中国特色社会主义思想国际传播的实效性。

The construction of the national discourse capacity is a new perspective to study Xi Jinping thought on socialism with Chinese characteristics for the new era.From the sub-level,the national discourse capability in⁃cludes six basic sub-capabilities:the discourse competence of the party and state leaders,the discourse compe⁃tence of the party and state institutions,the discourse competence of the state media,the public discourse com⁃petence of the general public,the capability to translate the national discourse into foreign languages,and the ca⁃pability to manage the strategic affairs of the national discourse.From the perspective of the construction of na⁃tional discourse capacity,the strengthening of international communication of Xi Jinping thought on socialism with Chinese characteristics for the new era can be achieved from three dimensions.From the perspective of op⁃portunity dimension,the discourse capability of the party and state leaders is relatively high.Meanwhile,the dis⁃course capability of the party and state institutions,state media and the capability of translation of national dis⁃course are improved.These provide important opportunities for strengthening the international communication of Xi Jinping thought on socialism with Chinese characteristics for the new era.From the perspective of chal⁃lenge,the lack of a unified organization to manage national discourse strategic affairs will increase the risk of be⁃ing misread and stigmatized of Xi Jinping thought on socialism with Chinese characteristics for the new era by the international community,or being affected by the non-mainstream discourse communication in the public dis⁃course field.Some people will lose the enthusiasm to spread Xi Jinping thought on socialism with Chinese char⁃acteristics for the new era abroad.From the perspective of response dimension,we should explore the establish⁃ment of a special discourse strategic affairs agency to strengthen the strategic planning for the international dis⁃semination of Xi Jinping thought on socialism with Chinese characteristics for the new era;we should improve the operation mechanism of the public discourse field to enhance the public consciousness of international dissem⁃ination of Xi Jinping thought on socialism with Chinese characteristics for the new era;we should build a mecha⁃nism for the in-depth use of opportunities to enhance the effectiveness of international communication of Xi Jin⁃ping thought on socialism with Chinese characteristics for the new era.
